Younger singer, who turns 17 tomorrow (March 1), and who she has literally countless fans across the world, many avid social networkers, goes a similar route as AL did last month for his birthday. 
To clarify, The Biebs is creating a similar request of his Beliebers that Adam Lambert did of his Glamberts (Lambert fans).
So, what exactly is that?
To present anything they can to Charity: Water, a water that is clean charity that Adam Lambert will also support (look at story here, and understand that this pop star raised $207,289.84 from 10,364 Glamberts)
Justin Bieber is trying to raise only $17,000, preferably, citing on Twitter today that, "1 in 8 people on the globe lack entry to water that is clean. which means this year i must give my birthday off to help @charitywater #makeachange."
